Reus leads digital transformation and open government in Catalonia
Reus is once again the leader in digital transformation and open government, with an almost perfect score. This city in Baix Camp consolidates itself as the most advanced among municipalities with more than 50,000 inhabitants, according to the AOC 2025 Awards.
The recognition, awarded by the Consortium for Open Administration of Catalonia, evaluates digital activity and openness in the relationship with citizens. Reus, which has led the ranking for three consecutive years, has significantly improved compared to last year, rising from 88 to 94 points out of 100.
The rise of Reus in the digital transformation ranking
The trajectory of an unstoppable leader
The City Council of Reus is no newcomer to this race. It has remained in the top 10 for more than a decade, progressively climbing to become the undisputed number one during the last three years. This consistency reflects a strategic and long-term commitment to improving public services through information and communication technologies.
The key role of the Technology Service
According to Montserrat Flores, councilor for Good Governance, Transparency and Participation, the recognition is the result of a cross-sectional effort, led by the Information and Telecommunications Technology Service, but with active collaboration from all municipal departments. This model ensures that it is not a one-time initiative, but a way of working that has taken root in the management of the city council.
How is digital transformation and open government evaluated?
The indicators that do not fail
The AOC Awards are based on the Digital Maturity Index (DMI), which analyzes more than 30 objective indicators in 947 city councils and 42 county councils. This index measures the implementation of digital services that facilitate the exercise of digital rights by citizens, as well as the internal management activity and interoperability of services.
Open government as a guiding principle
In addition to digitalization, the Index evaluates the implementation of open government principles. This means the administration offers transparency, participation, and access to information, becoming an accessible and close actor for citizens.
Reactions and impact in the city
The voice of municipal officials
Montserrat Flores received the award in Granollers and highlighted that these results are possible thanks to the coordination and involvement of the entire city council, not only its technology service. Repeating the award three years in a row shows that Reus is not content to rest but continues innovating and improving.
How does this affect the citizens of Reus?
For residents, this commitment results in more accessible services, faster procedures, and a more transparent administration. The increasing use of digital tools facilitates participation and reduces the bureaucratic barriers that often entangle citizens.
The reality is that Reus not only scores high but also makes other city councils wonder how to keep up with it.
